CSA EU-Africa PerMed: Building links
between Europe and Africa in Personalised Medicine
The 4-year EU-Africa PerMed project
started on 1 February 2021 with the overall aim of
integrating African countries into ICPerMed activities,
thus contributing to a successful implementation of
Personalised Medicine in the global context. It will
foster joint Personalised Medicine projects and
programmes between Europe and Africa, as well as
strengthening bilateral EU-AU science, technology and
innovation relations in the area of health. The project
will be implemented by a consortium of 13 partners, 6
from Europe and 7 from Africa and is organised around
five main work packages:
- Mapping the health R&I and policy landscape in
Africa to identify key stakeholders, initiatives and
expertise relevant to PM
- Cross-border collaboration and identifications of
future actions in Personalised Medicine between Africa
and Europe
- Translating science to policy - Enhancing the
dialogue between African countries and Europe in
collaboration with ICPerMed and ERA PerMed • Capacity
building in Personalised Medicine
- Communication and dissemination
As the COVID-19 pandemic is showing, addressing
global health challenges is only possible by building
and strengthening international, inter-continental and
national scientific cooperation between scientists,
decision/policy makers, private practitioners,
industries and health professional and civil society.
EU-Africa PerMed will work towards
fostering a stronger global collaboration in
Personalised Medicine through the umbrella of ICPerMed,
and by this, to better tackle global health challenges
such as infectious diseases and future pandemics as well
as the prevention of non-communicable diseases.
EULAC PerMed: Recent events
EULAC PerMed
ended 2020 with two virtual complementary events focused
on the ‘Ethical, Legal and Social Aspects (ELSA)
related to Personalised Medicine’:
A Technical
Workshop, co-organised by the Chief Scientist Office
of the Ministry of Health of Israel and the Research and
Development Agency of Chile, gathered participants from
13 nations to listen to 14 speakers from 9 different
countries. The organisers were widely supported by the
ELSA
Task Force. The objective of this workshop was to
exchange insights on key ethical, legal and social
issues in PM research and implementation in both EU and
LAC regions and to identify recommendations for future
bi-regional collaborations in this field. The talks
covered topics as: Informed consent and liability,
privacy and confidentiality in clinical care, equal
access to personalised care, access to existing data
research etc. An ELSA policy brief developed by the Task
Force, will be published soon on the EULAC PerMed
website.
A Summer
School, organised by the Italian Ministry of Health
with the support of the Agency for the Promotion of
European Research, focused on the implementation of
Personalised Medicine research in LAC countries,
following the ethical, legal and social issues
perspective. This virtual Summer School was designed to
facilitate interactions between speakers and
participants by the launch of multiple choice questions
during the talks, both to understand the background
knowledge of the participants and to assess the
information learned. The virtual format facilitated the
participation of applicants from 19 countries
(Argentina, Brazil, Chile, Colombia, Mexico, Panama
Peru, Uruguay and Venezuela from LAC region) and 13 high
level speakers from 11 different countries.

HEcoPerMed: First newsletter and
guidance for health economic modelling
In its recently published newsletter HEcoPerMed
describes three selected case studies
on MODY (Maturity Onset Diabetes of the
Young), ToxNav (a test which is
designed to personalised cancer treatment) and
NTRK (a health economic model for the
use of TRK inhibitors).
Further, HEcoPerMed completed a systematic
review and developed a
guidance for health economic modelling
of personalised medicine approaches: “Guidance for the
harmonisation and improvement of economic evaluations of
personalised medicine” is accepted and will be available
in the Journal PharmacoEconomics soon!

PERMIT: Personalised Medicine Trials
The PERMIT project is
developing recommendations for robust and
reproducible personalised medicine research. At
the end of its first year, scoping reviews of the
literature to map existing methodologies and to identify
gaps and opportunities for recommendations were
completed and culminated in a Gap Analysis
Workshop. Through the Gap Analysis Workshop,
the key questions that will be explored when drafting
recommendations were identified. Among them, the
following can be highlighted:
- Sample size calculation for stratification and
validation cohorts
- Validation workflows for cohorts, and for machine
learning and preclinical models
- Data quality and data management at different
stages of the research pipeline
- Regulatory requirements, including those for AI
algorithms and for generating omics data
In 2021, the PERMIT project has held its
third General Assembly (GA) meeting and
began workshops to draft the specific recommendations.
At the GA all consortium members gathered to share the
milestones and achievements of the first year, focusing
on the outcomes of the scoping reviews. During the
meeting, the work plan for 2021 was also presented.
Consortium members, associated partners and external
experts and stakeholders will be invited to participate
in the upcoming workshops, to foster insight from all
relevant stakeholders and generate recommendations that
will correspond to their expectations.
